1. NEA Cleaning Business Licence

Key Operational Obligations


  • Progressive Wage Model (PWM): You must comply with MOM’s Progressive Wage Model wage ladder and pay an annual PWM bonus to all local (Singapore Citizen and PR) cleaners.   


  • Workforce Training: 100% of your applicable cleaners (employed for 3 months or longer) must complete designated Workforce Skills Qualifications (WSQ) modules tailored to their job role.   


  • Application Fee: Payable online via GoBusiness.   


2. Household Services Scheme (HSS)


The Household Services Scheme (HSS) is an MOM initiative that allows companies to hire migrant workers (Work Permit holders) specifically to provide part-time or ad-hoc domestic services (such as home cleaning, grocery shopping, or basic elder-minding) to residential households.   


Unlike Live-In Foreign Domestic Workers (FDWs), HSS cleaners reside in commercial dormitories or approved housing provided by the HSS company and travel to customer residences as needed.


Core HSS Requirements for Companies


  • Eligibility & Quota: Companies must qualify for MOM Work Permit allocations under the Services Sector quota to hire migrant workers.


  • Scope of Work: Workers under HSS can only perform part-time domestic/household services for residential homes (or basic elder-minding). They cannot be deployed for full-time commercial cleaning unless separate Work Permit approvals/quotas apply.   


  • Accommodations & Transport: The employer is responsible for providing compliant housing, medical insurance, and organized transport for workers to residential client locations.


  • Service Agreements: HSS providers must issue transparent contracts to households detailing fees, scopes of service, and safety guidelines.

  • For Residential Part-Time Cleaning Companies: If you deploy foreign cleaners under the MOM HSS scheme to clean homes, and you also provide general cleaning services or employ local cleaners, you generally must hold a valid NEA Cleaning Business Licence while complying with MOM HSS rules.   


  • For Commercial Cleaning Firms: You will primarily deal with the NEA Cleaning Business Licence (Class 2 or Class 1) and standard MOM employment/foreign manpower regulations (not HSS, which is strictly for residential domestic work).   


How MOM Work Permit Quota and Levy Calculation Work for Household Services Scheme (HSS) Companies in Singapore


In Singapore, Household Services Scheme (HSS) companies operate under the Services Sector framework. Therefore, your Work Permit (WP) quota and Foreign Worker Levy calculations are determined by the Ministry of Manpower’s (MOM) Dependency Ratio Ceiling (DRC), local workforce thresholds, and tiered levy bands for the Services Sector.   


1. How the Work Permit Quota Works (Dependency Ratio Ceiling)


The Services Sector DRC caps foreign workers (Work Permits + S Passes) at 35% of your total workforce.   


The Local Workforce Calculation (LQS Rule)


Your foreign worker quota is unlocked based on the number of full-time local (Singapore Citizen or PR) employees on your payroll, calculated using the Local Qualifying Salary (LQS):   


  • 1.0 Local Headcount: Paid ≥ $1,800/month with regular CPF contributions.   


  • 0.5 Local Headcount: Paid $900 to $1,799/month with regular CPF contributions.   


  • 0 Local Headcount: Paid below $900/month.   


MOM calculates your available quota by taking the 3-month rolling average of your local employees' CPF contributions.   


Quota Formula


To calculate your total allowed foreign workers (WPs + S Passes):   


Max Foreign Workers = {Local Headcount Count (LQS) x 0.35} / 0.65

Example: If your HSS company has 13 full-time local staff earning ≥ $1,800/month:

Max Foreign Workers = {13 x 0.35} / 0.65 = 7 foreign workers


Sub-Quotas to Keep in Mind


Within the 35% overall quota:   


  • S Pass Sub-Quota: Max 10% of your total workforce.   


  • PRC Work Permit Sub-Quota: Max 8% of your total workforce.   


2. Foreign Worker Levy (FWL) Calculation


Levies are non-recoverable monthly taxes paid by employers for every migrant worker employed. For HSS companies in the Services sector, the levy rate depends on two main factors: Quota Tiers and worker Skill Levels.

Note: S Pass holders carry a flat monthly levy of S$650 regardless of tier.   


Tier Allocation Hierarchy


MOM automatically calculates your monthly levy bill by prioritizing lower-cost tiers for your workers in this order:


  1. S Pass Holders (fill Tier 1 first)   


  2. Higher-Skilled (R1) Work Permits


  3. Basic-Skilled (R2) Work Permits (fill the remaining higher-cost tiers)


Daily Levy Calculation


If a worker starts, leaves, or has their pass issued/cancelled mid-month, MOM applies a daily levy:   


Daily Levy Rate = {Monthly Levy Rate x 12} / 365 (rounded up to nearest cent)


Example: A Basic-Skilled worker in Tier 1 ($S$450/month) working 10 days in a month:

Daily Rate = {450 x 12} / 365 = S$14.80/day


Total Levy = S$14.80 x 10 = S$148.00


3. Important HSS Operational Rules


  • Non-Deductibility: Levies must be paid entirely by the company via GIRO or PayNow QR by the 17th of each month. You cannot deduct levy costs from HSS workers' salaries.   


  • Housing & Logistics: Because HSS workers are Work Permit holders (not Foreign Domestic Workers), employers are required to pay for commercial dormitory/approved housing, medical insurance, and organized transport to clients' homes.
