Singapore Telecommunication Dealer's Licence
To legally manufacture, import, sell, or offer for sale telecommunication equipment in Singapore, you must obtain a Telecommunication Dealer's Licence from the Infocomm Media Development Authority (IMDA).
There are two main types of licences:
1. Telecommunication Dealer's Class Licence
Who it's for: This licence is for dealers who handle registered equipment or equipment listed in the First Schedule of the Telecommunications (Dealers) Regulations. This includes equipment that has been approved by IMDA.
Cost and Validity: There is a one-time registration fee of S$50. The licence is valid until it is cancelled or suspended.
Requirements: You are automatically granted this licence if you deal with these types of equipment, but you must still register your business with IMDA and provide details of your premises.
2. Telecommunication Dealer's Individual Licence
Who it's for: This licence is for dealers who wish to manufacture, import, sell, or offer for sale telecommunication equipment that is not registered with IMDA or listed in the First Schedule. This equipment is strictly meant for export only and not for use in Singapore.
Cost and Validity: The licence fee is S$250 and is valid for five years. It can be renewed.
Requirements: This is a formal application process. A company must be incorporated under the Singapore Companies Act, a Limited Liability Partnership, or a business registered with the Accounting & Corporate Regulatory Authority of Singapore (ACRA).

Application Process: You can apply for a Telecommunication Dealer's Licence through the GoBusiness Licensing portal.
Importing Equipment: You will also need to obtain an import permit from Singapore Customs via the TradeNet system. When importing, you must declare your valid IMDA Telecommunication Dealer's Licence number.
Equipment Registration: If you are selling equipment for local use in Singapore, it must be registered with IMDA and comply with their technical standards. Dealers are required to affix an IMDA compliance label on registered equipment.
Prohibited Equipment: Certain telecommunication equipment is prohibited in Singapore, such as scanning receivers, military communication equipment, and telephone voice-changing devices. You cannot import or sell these without specific prior approval from IMDA.
