InvoiceNow: Singapore's E-Invoicing Mandate

Adopting InvoiceNow is a highly strategic and increasingly necessary move for Singapore businesses. While it significantly speeds up billing cycles, cuts down on manual data entry, and reduces payment processing friction, the regulatory landscape has recently shifted from a "highly recommended" best practice to a mandatory compliance roadmap for GST-registered entities.

The Inland Revenue Authority of Singapore (IRAS) and the Infocomm Media Development Authority (IMDA) have introduced strict timelines that make InvoiceNow integration a core legal requirement for tax administration.

The GST InvoiceNow Mandatory Timeline

Following recent legislative updates, the nationwide rollout has moved into an active enforcement phase. Businesses must transmit prescribed invoice data directly to IRAS via an IMDA-accredited solution based on the following schedule:

Implementation Date

Affected Businesses

Active Now (Since 1 Nov 2025)

Companies registering for GST voluntarily within 6 months of incorporation.

Active Now (Since 1 Apr 2026)

All new voluntary GST registrants, regardless of incorporation date or business structure. Adoption is now a strict condition of voluntary registration.

1 April 2028

All new compulsory GST registrants AND existing GST-registered businesses with total annual supplies of ≤ SG$200,000.

1 April 2029

Existing GST-registered businesses with annual supplies up to SG$1 million.

1 April 2030

Existing GST-registered businesses with annual supplies up to SG$4 million.

1 April 2031

All remaining GST-registered businesses with annual supplies exceeding SG$4 million.

Government Funding & Support Packages

To lower the barrier to entry, the government has launched substantial financial support frameworks to help firms offset implementation costs before their respective mandatory deadlines hit:

  • Free-of-Charge (FOC) Solutions: IMDA and accredited software partners are providing completely free InvoiceNow solution packages for businesses until 31 March 2031.

  • GST InvoiceNow Transition Grant ($1,000): Starting 1 July 2026, small and medium enterprises (SMEs) with annual supplies under SG4 million can claim a SG1,000 cash payout via PayNow Corporate. To qualify, you must adopt an accredited solution and successfully transmit invoice data to IRAS before your specific deadline.

  • Large Enterprise Grant ($5,000): Larger businesses requiring complex Enterprise Resource Planning (ERP) integrations through an Access Point Provider can tap into an SG$5,000 grant (available until March 2028).

Clear Implementation Process

Getting a standard Private Limited (Pte Ltd) company registered and connected typically follows a direct, structured sequence through cloud networks:

  1. Verify Software Compatibility:

    Step 1.

Ensure your existing cloud accounting platform (e.g., Xero, QuickBooks, or local accredited solutions) is officially listed as an IMDA InvoiceNow-Ready Solution Provider (IRSP).

  1. Register via Corppass & Obtain Peppol ID:

    Step 2.

Execute the required Know Your Customer (KYC) identity verification using the company’s Corppass credentials. This links the business Unique Entity Number (UEN) to the SG Peppol Directory and issues a unique Peppol ID.

  1. Enable the GST Submission Feature:

    Step 3.

Activate the GST InvoiceNow submission toggle inside the accounting software. This ensures that every tax invoice, credit note, or billing adjustment automatically routes a compliant data payload directly to the IRAS server simultaneously.

Operational Impact: Transitioning early doesn't just ensure legal compliance; IRAS has indicated that automated data pipelines via InvoiceNow will result in built-in compliance checks, faster GST tax audits, and significantly accelerated GST refund processing cycles.

Specific terms, exclusion Criteria, and filing steps for the SG$1,000 GST InvoiceNow Transition Grant launching in July 2026

The SG$1,000 GST InvoiceNow Transition Grant is specifically designed to help small and medium enterprises (SMEs) transition smoothly to automated tax reporting ahead of their mandatory deadlines.

The application window formally opens on 1 July 2026 and runs until 31 March 2030 (or until the grant funding pool is fully exhausted).

1. Core Eligibility Terms

To successfully claim the SG$1,000 cash payout, an applicant must satisfy all of the following structural and operational conditions:

  • Size Threshold: The business must have total annual taxable supplies of SG$4 million or less (measured across the prescribed accounting periods ending in calendar year 2025).

  • Onboarding Timeline: The company must subscribe to an IMDA-accredited InvoiceNow-Ready Solution Provider (IRSP) or complete integration with an accredited Access Point (AP) Provider after 26 February 2026.

  • Commitment Term: The new IRSP subscription contract must be paid up for a minimum continuous period of 12 months.

  • Operational Validation: The business cannot simply sign up; it must actively enable the direct integration link and successfully transmit live invoice data to the Inland Revenue Authority of Singapore (IRAS) before the business's mandated compliance deadline.

2. Exclusion Criteria (Who Cannot Claim)

Even if a company meets the revenue threshold, it will be automatically disqualified from receiving the SG$1,000 transition funding if it falls under any of the following categories:

  • Existing Network Users: Businesses that were already actively subscribed to an IRSP or had previously connected their own internal enterprise resource planning (ERP) systems to the InvoiceNow network prior to the scheme's introduction are ineligible.

  • The 3-Month Churn Rule: To prevent companies from cycling through accounts just to claim funding, the applicant must not have used any IRSP software solution in the 3 months immediately preceding their onboarding with the new provider.

  • Specific Tax Regimes:

    • Overseas corporate entities registered under the Overseas Vendor Registration (OVR) framework (both the Pay-only and Full OVR regimes).

    • Local businesses whose sole requirement for GST registration stems strictly from the Reverse Charge mechanism.

    • Singapore companies whose business operations are conducted entirely via an overseas permanent establishment or foreign branch.

3. Step-by-Step Filing Process

The disbursement process is automated and paperless, routing directly through government-linked portals.

1 Verify and Cleanse Account Setup

Pre-onboarding

Ensure your corporate entity has a valid PayNow Corporate account registered and linked to its Unique Entity Number (UEN). Payouts will only be routed via PayNow Corporate; standard bank account transfers or corporate checks are not supported.

2 Activate Software and Register Peppol ID

Onboarding Phase

Onboard with your chosen IMDA-accredited IRSP. The software vendor will guide you through the Corppass Know-Your-Customer (KYC) identity verification to register your UEN on the Singapore Peppol Directory and issue your unique Peppol ID.

3 Trigger Live Transmission to IRAS

Technical Validation

Turn on the GST InvoiceNow submission feature within the software's billing module. Send live tax invoices or credit notes through the network. This creates the digital validation audit trail showing IRAS that your data pipeline is fully operational.

4 Submit Claim Application Online

Filing Phase (From 1 July 2026)

Access the dedicated IMDA grant portal application link. Log in using corporate Corppass credentials, complete the short declaration form verifying your compliance date, and submit the claim. Once verified against IRAS transmission logs, the SG$1,000 cash grant is disbursed directly to your corporate bank account.

Advisory Tip: For micro-businesses and lean operations, IMDA maintains a dynamic list of completely Free-of-Charge (FOC) InvoiceNow Solution Packages that run through 31 March 2031. Utilizing an FOC package does not disqualify an eligible SME from claiming the SG$1,000 Transition Grant to offset overall operational change-management costs.

Important Rules of the FOC Framework

While these packages carry a S$0 sticker price, you should keep a few operational constraints in mind when advising businesses on selection:

  • No Hidden Conditions: Government guidelines state that these packages must be provided with no strings attached (e.g., no mandatory lock-ins to hidden paid modules).

  • Transaction and User Caps: Most free tiers (such as Info-Tech's) cap free usage by volume (often 50 transactions per month) or restrict access to a single user account. They are ideal for micro-SMEs or businesses with low monthly invoice volumes, but companies with heavy transactional volume will eventually outgrow them.

  • Grant Compatibility: Using a free-of-charge software solution does not disqualify an eligible business from claiming the S$1,000 GST InvoiceNow Transition Grant when it launches in July 2026. The grant can still be claimed to offset internal change-management, training, or administrative setup costs.

Upcoming Resource: If you or your clients want to compare these platforms live, IMDA and IRAS are hosting the InvoiceNow Fair 2026 on 29 July 2026 at the Suntec Singapore Convention Centre (Halls 401 & 402). It will feature live demonstrations from these exact providers and direct consultations regarding the phased GST mandates.
