GST on Disbursements vs. Reimbursements

According to the Inland Revenue Authority of Singapore (IRAS) guidelines on the recovery of expenses:

  • Disbursements represent payments made by your business acting strictly as an agent on behalf of another party. The third-party supplier issues the invoice directly to your principal (the actual recipient of the goods or services), and you merely settle the payment on their behalf. Because you make no supply to the client, a disbursement does not constitute a supply, does not attract GST, and should not be reported in your GST return.

  • Reimbursements, on the other hand, occur when your business incurs expenses as a principal (contracting in your own name) and subsequently recovers those costs from another party. These do amount to a supply and may be subject to GST (standard-rated, zero-rated, or exempt) depending on the nature of the underlying transaction.

GST on Disbursements vs. Reimbursements in Singapore: How Bestar Singapore Can Help

GST on Disbursements vs. Reimbursements

Navigating Singapore Goods and Services Tax (GST) rules can quickly become complex, especially when your business incurs third-party expenses on behalf of clients. A frequent pitfall for finance teams is misclassifying expenses, which can lead to overpaid taxes, audit discrepancies, or inaccurate invoicing.

Understanding the legal and tax distinctions between disbursements and reimbursements is essential for maintaining compliance with Inland Revenue Authority of Singapore (IRAS) guidelines. Below is a breakdown of how these two mechanisms operate and how Bestar Singapore can help your business streamline tax compliance and accounting accuracy.

1. Disbursements vs. Reimbursements: What is the Difference?

The fundamental difference between a disbursement and a reimbursement lies in who contracts for the service and who is the legal recipient of the supply.

A. Disbursements (Out-of-Scope for GST)

A disbursement represents a payment made by your company acting strictly as an agent on behalf of your principal (the client).

  • How it works: The third-party supplier issues the invoice directly in your client's name. Your business merely steps in to settle the payment.

  • GST Treatment: Because your business does not make a supply to the client, the expense is considered Out-of-Scope for Singapore GST. It does not attract GST and should not be included in your GST returns.

B. Reimbursements (Subject to GST Rules)

A reimbursement occurs when your business incurs an expense as a principal (meaning the contract with the third-party supplier is in your company’s name), and you subsequently recover that cost from your client.

  • How it works: The supplier issues the invoice to your business. You consume or utilize the service or incur the liability first, then bill the client for the recovery of that cost.

  • GST Treatment: This transaction is treated as a separate supply of services or goods from your company to your client. It attracts GST (standard-rated at the prevailing rate, zero-rated, or exempt) based on the nature of the underlying service provided.

2. Common Risk Areas for Finance Teams

Misclassifying these transactions exposes businesses to avoidable regulatory friction:

  • Incorrect Tax Invoicing: Adding GST to a genuine out-of-scope disbursement—or failing to charge GST on a taxable reimbursement—violates IRAS regulations.

  • Input Tax Claim Errors: Improperly claiming input tax on expenses where your company was not the direct recipient.

  • Audit Scrutiny: During an IRAS audit, mismatching expense recovery records with underlying supplier invoices is a common red flag.
