BCA Builder License

The BCA Builder License is a mandatory requirement for all builders carrying out building works in Singapore where plans are required to be approved by the Commissioner of Building Control, as well as builders who work in specialist areas which have a high impact on public safety. The scheme was introduced by the Building and Construction Authority (BCA) in 2009 to raise the professionalism and competency of the construction industry in Singapore.


There are two main types of BCA Builder Licenses:


  • General Builder License: This license allows the holder to undertake general building works, such as the construction of new buildings, alterations and additions to existing buildings, and demolition works. There are two classes of General Builder's License: Class 1, which allows the holder to undertake building works of any value, and Class 2, which allows the holder to undertake building works up to a value of S$6 million.

  • Specialist Builder License: This license allows the holder to undertake specialist building works, such as the construction of precast concrete elements, piling works, ground support and stabilisation works, site investigation work, structural steelwork, and in-situ post-tensioning work. There are currently 6 categories of Specialist Builder's License.


Licensing Requirements


To apply for a BCA Builder License, the applicant must meet the following requirements:


  • Be a Singapore citizen, Singapore permanent resident, or an entity registered in Singapore

  • Have the necessary technical and financial qualifications

Approved Person (AP)


The AP will take charge and direct the management of the business in building works.


The AP must be:


  • The sole proprietor in a sole proprietorship

  • One of the partners in a partnership

  • A director, member of the board of management or an employee (being a person with similar duties and responsibilities of the aforementioned roles) in a corporation

Technical Controller (TC)

The TC will oversee the execution and performance of any building works undertaken by the builder.

For specialist builders, the TC appointed must possess a civil or structural engineering degree.

Minimum paid-up capital (applicable to companies)

Class 1 General Builder: not less than $300,000

Class 2 General Builder or Specialist Builder: not less than $25,000

"Essential Knowledge in Construction Regulations and Management for Licensed Builders" course conducted by the Building and Construction Authority.

At least 10 years of experience in the execution of construction projects in Singapore.

Class 2 General Builder Licence

A diploma in a construction-related field, or a Bachelor's degree or post-graduate degree in any field. or

At least 3 years of experience in the execution of construction projects (whether in Singapore or elsewhere).


"Essential Knowledge in Construction Regulations and Management for Licensed Builders" course conducted by the Building and Construction Authority.

At least 8 years of experience in the execution of construction projects in Singapore.

Specialist Builder Licence for a class of specialist building works

A diploma in a construction-related field, or a Bachelor's degree or post-graduate degree in any field. or

At least 3 years of experience in the execution of construction projects (whether in Singapore or elsewhere).


"Essential Knowledge in Construction Regulations and Management for Licensed Builders" course conducted by the Building and Construction Authority.

At least 8 years of experience in the execution of construction projects in Singapore.


Qualifications and Practical Experience Required for Technical Controllers

At least 5 years of experience in the execution of construction projects (whether in Singapore or elsewhere).

Specialist Builder Licence

A Bachelor's degree or post-graduate degree in civil or structural engineering.

At least 5 years of experience in the execution of specialist building works (whether in Singapore or elsewhere).

“Construction-related field” means the field of architecture, civil or structural engineering, mechanical or electrical engineering, construction or project management, quantity surveying or building science, facilities or estate management;


  • Have a good safety record


Application Process for a BCA Builder License
